Enact a traffic fine for cell/texting usage while driving
Reports indicate that cell phone usage and texting while driving are leading factors in automobile accidents. Create a traffic fine to the same level as inattentive driving for those using cell phones and or texting while driving. Other states have done this.

Why a new law or fine, we have a regulation about inattentive driving the fits this category right now. We are Idaho, we do things our way, we should not look to what other states have done in order to govern our own state.
