Reduce School Administration
Reduce the number of mid to upper administrative personnel at the school district and school level.

By consolidating school districts this would happen. Keep in mind every school district has at least one superintendent and support staff. It would not be a 1 to 1 reduction because as the responsible district grows through consolidation it would require more than 1 superintendent, maybe an asst. super, but numbers and cost of salaries would be greatly reduced.
