Raise Corporate Taxes!!!
I find it offensive that companies only pay 5.5% of the total state budget and the working class accounts for most of it! This is the same situation with the federal budget!!!
If you think this affects small business or will cause companies to move out of the US, think again - capital gains tax of only 10% on the top 100 corporations in America would be ~7.5 trillion or 5 times our current national budget.
It is kind of obscene for these companies to reap such a huge profit and pay none of the taxes while the everyday person…

sales tax
As distasteful as this proposal is, a 1% additional tax on non-food items would add significantly to state revenues. I would propose an additional 1% tax on non-food items to expire absolutely 1 year from the date of enactment.

Industrial hemp
Legalize the growing of industrial hemp. There are a lot of hemp products on store shelves, all imported from Canada. Idaho could be growing and producing hemp products.

Sell the old Simplot mansion
What the heck was Kempthorne thinking? It will forever be a money pit for the state and a huge symbol of waste and cronyism as long as it sits on top of the hill.

Drug test anyone receiving government aid money.
Drug test anyone receiving government aid money such as Section 8 and Food Stamps and revoke their "entitlement" if they fail the test. This would allow the money to be spent on someone else that may have their priorities more in line with those of us who are footing the bill.

Tobacco Tax
Want to balance the state budget? Try a Tobaccco Tax of $1.00 and watch the debt disappear. Other states have done it and it is working. Comparatively our state tobacco tax is on the lower as is. Raising it $1.00 would make a huge difference.

Return Maintenance and Operations to the Property Tax
The ill planned tax shift passed during the special session has seriously decreased the revenue for the state. This decrease in revenue is severely impacting schools and other important programs.
Homeowner occupied properties should continue to be exempt from the M&O portion of property tax. This plan was proposed, but never was given a chance for debate by the legislature. It is time to bring it back.

Eliminate the Division of Public Works
DPW should be eliminated. Through a competitive bidding process, a contract should be awarded to a private company to manage state building projects professionally and efficiently.

Theres no need for 2 plates on trucks and cars. many states only require 1 plate. this will save the state money and people money.

Ask for donations toward specific areas: education, converted Gov's Mansion into People's Place, etc
Allow citizens to direct funds toward a showcase of sustainability with building materials and garden plots, park areas, on grounds, with K-12, university, neighborhood ass'ns involved. Use the home for special events for private (with fee) and 501c3 & other public events (donation). This could also be a tourist draw for Boise, with horse & buggy travel to the People's Place.

legalize and tax marijuana
Legalize and tax the use of marijuana. There are a lot of good medical uses for marijuana. Why dont we follow other states and legalize this natural herb. Instead of putting people in jail for marijuana crimes, the law enforcement units will be able to spend more time and resources in their fight against more serious drugs, like meth and, cocaine and heroine for example. The states tax income could also benefit from this.

Establish $.07 fee on plastic shopping bags.
This would represent around $30 million at our current rate of consumption of plastic bags. However, to the degree people reduce their use of plastic bags, the policy would strengthen our future by:
Reducing our dependence on foreign oil (bags are made from petroleum)
Reducing the contamination of our food chain (many countries, even China, ban plastic shopping bags because of their environmental & health impact)
Reducing our landfill requirements.
Retailers could be provided some compensation for collecting the bag fee.

raise taxes on alcohol and cigarettes
Raise the tax on alcohol and cigarettes (or sin tax). It is time that those vices start contributing more of their fair share to cover the costs they place on society.

True transparancy
The state, cities, and counties should be required by law to publish and make available to the public the Comprehensive Annual Financial Report or CAFRs to show the citizens the true wealth of the state and stop leaving those items out of the budget.

Eliminate Propery Taxes
Eliminate property taxes, we are only caretakers and never owners when property is taxed. It is a fundamental right for citizens to own land, property taxes takes that God given right away.
