    Rather than divide the money up among those that have applied set very stringent criteria for qualifying for the government aid such as EBT (Eletronic Benefits - food stamps). Restrict the food choices to items like the WIC program (only fortified with vitamines, etc.). Reduce the benefit amount. I have personally seen those on food stamps purchasing prime rib, service deli party trays, etc. I personally know of people that use up their EBT (regardless of need) and then sell the food purchased for cash. These types of activities defrauding the TAX Payer need to be policed.
