I agree, this idea is a "no brainer."
Like the .07 cents plastic bag tax in the revunue section, you can either be prepared and save or pay the fine. Also this would increase public safety. The citezens don't have to pay the fine They can choose whether or not they want to speed or leave the seatbelt unbuckled.

I think this is a good idea. People reciveing money need to be responsible people willing to work their way out of debt.

Great idea! The staggering effect this could have would be wonderful. Plus it would help cigarrettes addicts trying to quite! And it would clean up Idaho. It is horrible to see all the cigarette stubs in the foothills and such.... not only this, it would bring in revenue... the biggest plus of all!

I think this is a brilliant idea! It would please all objectives set forth-- reduce oil use, waste, environmental dangers, and even budget problems. And "canyon county" is right... you're not even forced to pay it!
Seeing the effect the budget cuts will have on Idaho next year is motivating to promote revunue ideas just like this one. Our state needs it!Alec

I don't know about this one... I think everyone should get an equal chance in school. Cutting classes for people less lucky would be unfair. Tax money should go to support every child in school.
