    $4.1 Million budgeted for Fiscal Year 2010 according to the General Fund Update could be saved in the short-term. Wait on this legislation until there is enough money to support it. H372 was passed willy-nilly, piggy-backed onto other legislation so the 2009 legislative session could end. It is just plain sloppy legislation. It makes more sense to wait until after the mandatory post-census redistricting anyway.
